This project involves the development of 120 affordable housing units on a 3.8-hectare site adjacent to an existing RDP settlement in Khayelitsha, Cape Town. The development is designed as a cluster housing scheme with shared walls, reducing construction costs while maintaining privacy and quality. Units range from 35m² (1-bedroom) to 55m² (2-bedroom) with individual yards.
All municipal approvals have been secured, including rezoning, building plans, and environmental clearance. The Western Cape Department of Human Settlements has committed R22 million in gap funding subject to the project achieving financial close by Q3 2025. A further R18 million has been pledged by a social impact fund. The remaining R12 million is being sought from strategic partners.
The City of Cape Town's affordable housing backlog exceeds 500,000 units. Khayelitsha is the largest township in the Western Cape with a population of approximately 2.4 million and a severe housing shortage. The project site is well-located with access to public transport, schools, and healthcare facilities. The Western Cape government has prioritized affordable housing delivery and offers various incentives including density bonuses, reduced development charges, and gap funding subsidies. Affordable housing in Cape Town shows consistent demand with waiting lists exceeding 10 years for government-subsidized options.
Structured through Khayelitsha Homes (Pty) Ltd. Shareholding: Ayanda Nkosi (35%), Western Cape DHS (conditional — R22M gap funding = 25%), Social Impact Fund (conditional — R18M = 20%), Strategic Partner (R12M = 20%). The project will be developed under a Build-Operate-Transfer model with units sold to qualifying beneficiaries at capped prices.

The 120 units are arranged in 15 blocks of 8 units each (4 per side, 2 stories). Each unit has its own entrance, yard, and prepaid utilities. The development includes internal roads, stormwater management, a playground, and a small community facility. Construction methodology: conventional masonry with concrete roof tiles. Target construction period: 18 months. The project has engaged a quantity surveyor who has prepared a detailed bill of quantities. Civil engineering drawings are complete. The site is level with good drainage and requires minimal earthworks.
